Minnesota Workers Exempt from Gov. Tim Walz's Stay-at-Home Directive

Gov. Tim Walz issued Executive Order 20-20 directing Minnesotans to stay at their homes and limit activities outside their homes to essential needs. The directive is effective from March 27, 2020, at 11:59 p.m. to April 10, 2020, at 5 p.m.

The Order, which incorporates the U.S. Cybersecurity & Infrastructure Security Agency's Guidance on the Essential Critical Infrastructure Workforce, exempts from the directive those who perform work that "can be done only at [places] outside of their home[s]" in the following Critical Sectors:

a. Healthcare and public health;

b. Law enforcement, public safety, and first responders;

c. Food and agriculture;

d. Energy;

e. Water and wastewater;

f. Transportation and logistics;

g. Public Works;

h. Communications and information technology;

i. Other community-based government operations and essential functions;

j. Critical manufacturing;

k. Hazardous materials;

l. Financial services;

m. Chemical;

n. Defense industrial base;

o. Tribal Governments;

p. The Judicial Branch;

q. The Executive Branch;

r. Executive Constitutional Offices;

s. The Legislative Branch;

t. Federal Employees;

u. National Guard;

v. Faith leaders and workers;

w. Education;

x. Construction and critical trades;

y. Child care providers;

z. Hotels, residential facilities and shelters;

aa. Shelters for displaced individuals;

bb. Charitable and social services organizations;

cc. Legal services;

dd. Notaries;

ee. Critical Labor Union Functions;

ff. Laundry services;

gg. Animal shelters and veterinarians;

hh. Real Estate Transactions; and

ii. Essential Supply Stores.

More guidance on Critical Sector work is expected. Governor Walz previously mandated the closure of businesses in the recreation sector, such as dine-in restaurants, fitness centers, and salons, in Executive Order 20-04 and Executive Order 20-08. The closure of such businesses is extended to May 1, 2020, at 5 p.m.

Wisconsin Gov. Tony Evers issued a Safer at Home Order yesterday. Iowa, North Dakota, and South Dakota have not yet issued stay-at-home orders.
